The Question was as follows:
To ask Her Majesty's Government when the Report of the Fay Committee on the Crown Agents will be published; and when the proposed legislation on the future of the Crown Agents is likely to be introduced.
Lord ORAMMy Lords, the Fay Committee has not yet completed its inquiries and I cannot at present say when it will report. My right honourable friend intends to publish the report as soon as he receives it. As regards the second part of the Question, I cannot anticipate the Government's future legislative programme, but the Bill to incorporate the Crown Agents will be introduced as soon as Parliamentary time is available.

Baroness WARD of NORTH TYNESIDEMay I just ask, my Lords, whether the Minister is aware that I have no criticism of the Crown Agents? Is it not a fact, however, that it is in the national interest that action should be taken as quickly as possible, and may I please have an assurance?
Lord ORAMYes, my Lords; the noble Baroness can have that assurance. I understand her anxiety that legislation should be proceeded with in this important matter. She has, no doubt, studied the White Paper and understands the wisdom and farsightedness of the Government's proposals in this matter. She will, I am sure, also recognise the great pressure on Parliamentary time under this as under preceding Governments.
