My Lords, I beg to move the Motion standing in my name on the Order Paper.

Moved, That it is desirable that a Joint Committee of both Houses be appointed to consider the implementation of the Resolutions of both Houses in favour of the establishment of a permanent system of sound broadcasting of their proceedings, and to make recommendations; and that a Committee of five Lords be appointed to join with a Committee of the Commons as such a Joint Committee.—(Lord Shepherd.)

My Lords, may I ask whether it is intended that this should be a temporary Joint Committee to set the system in being, or is it intended that this should be a continuing Joint Committee to keep the system under the general observation of Parliament?

Lord SHEPHERD

My Lords, I take the view that this is a Committee which will consider the setting up of broadcasting on a permanent basis. It would then be for Parliament to consider, as a consequence of that report—because we cannot anticipate what its recommendations may be—whether a further Committee should be appointed, or whether this Committee should remain in existence. Parliament will be required to consider the report of this Committee and it will then be for Parliament to consider what the future organisation should be.
