§ Baroness BIRKMy Lords, I beg to move that this Bill do now pass. In so moving I do not wish again to go over any of the ground already covered in our previous debates. I am sure that your Lordships will not wish me to do so. We are all familiar with the background of the Bill and recognise the need to get it on to the Statute Book as quickly as possible so that people may begin to get the refunds that are due to them. This general agreement has been reflected in the spirit in which our debates have been conducted. I should like to take this opportunity of expressing my personal thanks to the noble Lord, Lord Sandford, for his co-operation and assistance. We have made a number of amendments to the Bill. These have been welcomed on both sides of the House and have helped to clarify the intentions of the Bill.
I had intended to read the full list of the bodies which had been consulted for the Consultation Document, but since all are now present for the next business I will deprive your Lordships of that pleasure.
