Baroness WOOTTON of ABINGER asked Her Majesty's Government:

What has been the maximum and the minimum number of persons on the register of heroin addicts in the past three years.

It is not possible to give the maximum and minimum number of notified heroin addicts during any particular period because no running total of the number of addicts is kept. The number of addicts known to the Home Office to be receiving heroin either alone or in combination with other drugs at 31st December 1975 was 316; the figures at the end of 1973 and 1974 were 378 and 392 respectively.
