My Lords, before this Bill is read a third time might I say how much I welcome this Bill and that I do not wish to delay it, but I should like to put on record that I am still not very happy about the interpretation of "zoological gardens". I would hope that when the guidelines are sent out to councils the interpretation of, regularly exhibited to members of the public for gain", will be very closely watched, and that where anybody attempts to evade this most excellent Bill they will be brought very quickly to heel.
