The Earl of SELKIRKMy Lords, I should explain to the House that on this occasion I do not propose to move the Third Reading of this Bill; a similar Bill has been drawn in the Ballot in the other place. It has been represented to me that there might possibly be a slight element of complication in the other place if two identical Bills are before the House. Such complication is certainly not necessary and the course I propose might even facilitate the future passage of that Bill when it comes here from the other place. I propose, therefore, to defer asking your Lordships to give this Bill a Third Reading for the time being and, accordingly. I do not propose to move the Third Reading of the Bill today.
