My Lords, I beg to move that this Bill be now read a third time. In moving this Motion, I think it is proper to recall that in the last nine months this Bill has been through all stages in this House on two separate occasions. Moreover, it looks not improbable that in the course of the next few months it may have to go through all its stages once again. But I can say that a great body of people in Scotland are extremely grateful to the House for the attention which it has given to this subject.
