My Lords. I beg leave to ask the Question which stands in my name on the Order Paper.

The Question was as follows:

To ask Her Majesty's Government whether it is still their intention that, when economic circumstances permit, no student over 18 with a mandatory award will be required to pay tuition fees irrespective of the level of parental income.

Yes, my Lords, my right honourable friend the Secretary of State for Education and Science, during the debate on the Queen's Speech in another place on 25th November, confirmed that no student with a mandatory award would be required to pay tuition fees from 1977–78.
