My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 13. This Amendment obliges the Agency to have regard to the desirability of safeguarding the environment in the exercise of their functions. The Amendment also fulfils the undertaking which my right honourable friend gave to the honourable Members for East Fife and Kinross and West Perth shire in another place during discussion there. This Amendment, which relates to the full range of the Agency's functions, will ensure that they take full account of amenity and environmental considerations. I beg to move.
