Clause 19, page 11, line 5, at end insert— ("(3A) Except as provided by section 15(4) above, the Agency shall not, except with the consent of the Secretary of State, dispose of land for a consideration less than the best that can reasonably be obtained.")

My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 38. The purpose of the Amendment is to ensure that the Agency get a proper return, except where the Secretary of State is satisfied that the circumstances justify otherwise. The Agency will be given guidance on the determination of market value, and this will be in keeping with the arrangements which currently apply to local authorities and new towns. Again, this is not a new Amendment in terms of the Scottish Development Agency Bill. I beg to move.
