My Lords, 1 beg to move that this House doth agree with the Commons in their Amendment No. 33. The original drafting allowed the Secretary of State a discretionary power to determine the financial duties of the Agency. The Amendment meets a point made by Opposition Members in Committee in another place and imposes a clear obligation on the Secretary of State to determine the Agency's financial duties.
