My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 17. This Amendment obviates the need for the Agency to require the approval of the Secretary of State before modernising, adapting or reconstructing buildings on industrial sites. In the light of comments made by noble Lords during the Committee stage of the Bill, we looked again at the whole clause as drafted and accepted the Amendment in another place. We believe that the clause as amended will reflect a reasonable balance between the argument for greater control of the Agency and the argument for less.
