Clause 6, page 5, line 3, at end insert ("and for the avoidance of doubt, it is hereby declared that planning permission shall be deemed to have been granted under section 29 of the Town and Country Planning Act 1971 in respect of any development initiated by the Corporation before the commencement of this Act.").

My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 15. At present, developments by the Welsh Industrial Estates Corporation are treated as being made by a Government Department and as such do not require formal planning approval. This Amendment avoids the possibility that, once the Agency take over Estates Corporation factories in the course of construction the legality of the development might be questioned on the ground that formal planning permission had never been given. I beg to move.
