My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 24, and perhaps I could associate with it Amendments Nos. 48 and 49. This Amendment allows all administrative costs to be financed from grant-in-aid. The sums involved do not count towards the Agency's financial limit by virtue of Clause 13(2)(c). This change means that Clause 5(14) which allows the Secretary of State to meet the administrative costs of the Agency's giving of selective financial assistance on his behalf is superfluous. These expenses will be met by grant-in-aid in the normal way and the staff involved will be on the normal complement of the Agency.
