Baroness BIRK rose to move, That the Bill be recommitted to a Committee of the Whole House in respect of Clauses 4 and 25; and that Standing Order No. 44 be dispensed with to enable the Report to be taken on the same day as the Committee (on Recommitment).

The noble Baroness said: My Lords, I beg to move the Motion standing in my name on the Order Paper. I understand that it will be for the convenience of your Lordships if on Recommitment we discuss only Amendment No. 31 in the Marshalled List to Clause 4, and all the Amendments to Clause 25, with the exception of Amendment No. 163. The other Amendments to these clauses will be taken on Report in the usual way.
