My Lords, I beg to move the Motion standing in my name on the Order Paper.

Moved, That the Fourth Report from the Select Committee be agreed to.—(The Earl of Listowel.)

The Report was as follows:

PUBLIC BILL COMMITTEES

The Committee have considered the practice of the House whereby a Bill committed to a Public Bill Committee is recommitted to a Committee of the Whole House.

The purpose of committing a Bill to a Public Bill Committee is to save time on the Floor of the House and this purpose is to some extent nullified if a Bill is recommitted to a Committee of the Whole House.

Accordingly, the Committee recommend that a Bill which is committed to a Public Bill Committee should not, unless the House otherwise orders, be recommitted to a Committee of the Whole House but should proceed from the Public Bill Committee to Report on the Floor of the House.
