THE CHAIRMAN OF COMMITTEES (THE EARL OF LISTOWEL) rose to move that the First Report from the Select Committee be agreed to.

The Committee's Report was as follows:

1. APPOINTMENT OF SUB-COMMITTEES

The following members of the Committee were appointed to the Sub-Committees;

(a) Administration Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords.

(b) Library Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

(c) Refreshment Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

(d) Sub-Committee on the Parliament Office

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

(e) Finance Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords.

(f) Works of Art Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

2. LIBRARY

A Report from the Sub-Committee on the Library was laid before the Committee and its proposals were agreed in principle.

3. PARLIAMENT OFFICE

The Clerk of the Parliaments informed the the Committee of the appointments of Mr. David Richard Beamish and Mr. Jeremy Frank Maule as Clerks from 30th September 1974.

The Committee were also informed of the re-grading of the posts of the Head of Establishments and Higher Executive Officer, Journals Office, and authorised the consequential revisions in scales of pay for those posts.

4. ACCOMMODATION

The Committee were informed of the difficulties of providing accommodation for the service of the House, especially for the Chairman of Sub-Committees of the European Communities Committee, and agreed to consider the matter further at a meeting to be held before Christmas.

5. DEPARTMENT OF GENTLEMAN USHER OF THE BLACK ROD

The Committee were informed of the creation of a new post of Assistant Superintendent (absorbing the post of Senior Attendant), and authorised the scale of salary for the new post.

6. REVISED SCALES OF PAY AND ALLOWANCES

The Committee confirmed the application, authorised by the Chairman of Committees and the Clerk of the Parliaments, of the Following Estacode Circulars:—

EC/278, dated 25th July 1974—Pay of Security Officer Class;

EC/281, dated 23rd July 1974; EC/293, dated 19th August 1974 and EC/328, dated 22nd October 1974—Cost of Living Safeguard;

EC/ 307, dated 10th September 1974—Subsistence Allowances;

EC/313, dated 4th October 1974—Responsibility Allowances;

EC/323, dated 15th October 1974—Fees to Verbatim Shorthand Writers;

GC/67, dated 29th October 1974—Fees to Academic Consultants;

EC/336, dated 8th November 1974—London Weighting;

giving revised scales of pay and allowances to applicable permanent and temporary staff of the House of Lords.

7. ESTIMATES

The Estimates for the House of Lords for 1975–76 was laid before the Committee and approved.

8. SUPERANNUATION

The Committee sanctioned the payment of the following superannuation awards:—

  1. (a) Pension and lump sum to Mrs. A. A. Gregory, Housemaid, who retired on 4th August 1974;
  2. (b) Pension and lump sum to Mr. J. S. Cloves, Attendant, who retired on 1st November 1974.
