My Lords, I beg leave to introduce a Bill to make provision for the election to the Assembly of the European Communities of members representing constituencies in the United Kingdom and for purposes connected therewith. I thought it right to bring specific proposals before your Lordships, but since the Government are in the midst of re-negotiating certain matters I shall not agitate for a Second Reading until after Whitsun. I beg to move that this Bill be now read a first time.
