THE CHAIRMAN OF COMMITTEES (THE EARL OF LISTOWEL)

My Lords, I beg to move the first Motion standing in my name on the Order Paper.

Moved, That the Select Committee on the House of Lords Offices be appointed and that as proposed by the Committee of Selection (Second Report) the Lords following, with the Chairman of Committees, be named of the Committee:

My Lords, may I ask the noble Earl the Lord Chairman of Committees a question in order to dispel my ignorance on the matter? Why is it necessary to have 52 Members of your Lordships' House on a Committee? Would he say who selects these Members of your Lordships' House? If it is the Committee of Selection, who selects the Committee of Selection?

My Lords, I will reply to the noble Lord to the best of my ability. This Committee is chosen, so far as the names which are recommended to your Lordships are concerned, by the Committee of Selection. The Committee of Selection is chosen by your Lordships' House at the beginning of every Session, before any other Committees are appointed. The Offices Committee is a large Committee, but the noble Lord, Lord Shinwell, will remember that most of its work is done by a large number of extremely efficient but small subcommittees.
