My Lords, Part III of the Bill deals with the licensing of credit and hire businesses. There are two Amendments which require special mention. First, in Clause 22 the words "if and" are left out, which was originally suggested by the noble Lord, Lord Airedale, when the Bill was first in this House. Secondly, in Clause 25 the word "may" is replaced by the word "shall" and makes it mandatory for the Director to have regard to any circumstances appearing to him to be relevant when he is considering whether an applicant is a fit person for a licence. The other Amendments are of a drafting or minor nature.

My Lords, I beg to move that this House doth agree with the Commons in their Amendments Nos. 25 to 47.
