§ LORD WELLS-PESTELLMy Lords, I beg to introduce a Bill to establish a body corporate having functions relatting to the establishment of standards for, the provision of standard preparations of, and the testing of biological substances; to provide for the transfer of certain property, rights, liabilities and obligations from the Medical Research Council to the Secretary of State for Social Services; and for connected purposes.
