§ THE LORD CHANCELLOR (LORD ELWYN-JONES)My Lords, perhaps this is an opportune moment, before the House proceeds to the principal business of the day, for me to acquaint your Lordships with the fact that I have been invited to open the Ninth Congress of the International Association of Youth Magistrates at Oxford next Monday, July 15. The Congress has been organised in association with the European office of the United Nations and the British Juvenile Courts Society, and I hope that your Lordships will agree to grant me leave of absence on that day.
