My Lords, I beg to move the next Motion standing in my name on the Order Paper.

Moved, That an humble Address be presented to Her Majesty, thanking Her Majesty for the Most Gracious Message sent on Her behalf by Her Majesty Queen Elizabeth The Queen Mother and Her Royal Highness The Princess Margaret, Countess of Snowdon, to whom had been delegated certain Royal functions as specified in Letters Patent dated the 24th day of January 1974, communicating to this House the Declaration made on Her Majesty's behalf that a State of Emergency exists.—(Lord Windlesham.)
