[No. 3] Because a single regional authority is required to determine local government policies for the development of the West of Scotland, and to take action to implement them.

My Lords, I beg to move that this House doth not insist on their Amendments Nos. 1 and 2 to which the Commons have disagreed for the Reason No. 3; namely, because a single regional authority is required to determine local government policies for the development of the West of Scotland and to take action to implement them. When your Lordships passed these Amendments not so long ago the noble Lord, Lord Hughes, moved them (and he has explained to me very courteously why he is unable to be with us in his place to-day) and explained that he did so with the prime object of enabling the other place to have a final rethink on the principle of a single Strathclyde Region. He undertook that so far as he was concerned he would be happy to accept as final whatever view the other place took regarding this fundamental question in the Bill. In the other place this matter was considered with great thoroughness last Monday night, and their conclusion, reached by a majority of nearly two to one, was that the concept of a single regional authority proposed by the Government should be adhered to. In the circumstances I do not think I should detain your Lordships any longer; we have been over all this ground at great length before. I would therefore recommend your Lordships not to insist on the said Amendments.

My Lords, as the noble Lord, Lord Polwarth, has said, my noble friend is away on other Parliamentary business and cannot be here, but I know that he would not wish to go back on a statement he made when the matter was being debated in your Lordships' House last week. So we would concur with the Motion.
