THE LORD PRIVY SEAL (LORD WINDLESHAM) rose to move, That an humble Address be presented to Her Majesty thanking Her Majesty for Her Most Gracious Message communicating to this House Her Majesty's Declaration that a State of Emergency exists within the meaning of the Emergency Powers Act 1920. The noble Lord said: My Lords, I beg to move that an humble Address be presented in the terms set out in the Order Paper. I should like to inform the House that, if noble Lords are agreeable, I propose to move this Motion formally and to make my substantive remarks on the second Motion.

On Question, Motion agreed to: Ordered, That the said Address be presented to Her Majesty by the Lords with White Staves.
