§ VISCOUNT MASSEREENE AND FERRARD My Lords, may I ask for some clarification on this matter? Is it not true that, under Standing Orders, any noble Lord can attend these Committees, that he can speak but cannot vote? Am I right in thinking that this falls under Standing Order No. 52 or 62?
