My Lords, I beg to move the second Motion standing in my name.

Moved, That a Select Committee be appointed to consider all such Special Orders as are referred to them pursuant to the Order of November 6 and that as proposed by the Committee of Selection the Lords following, with the Chairman of Committees, be named of the Committee:

VISCOUNT MASSEREENE AND FERRARD My Lords, may I ask for some clarification on this matter? Is it not true that, under Standing Orders, any noble Lord can attend these Committees, that he can speak but cannot vote? Am I right in thinking that this falls under Standing Order No. 52 or 62?
