My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

The Question was as follows:

To ask Her Majesty's Government when they propose to say what action they will take on the recommendations of the Franks Committee on the Official Secrets Act.

THE MINISTER OF STATE, HOME OFFICE (VISCOUNT COLVILLE OF CULROSS)

My Lords, the recommendations are being carefully studied. They range widely and raise a number of important questions, including the need to protect information furnished in confidence by members of the public. There will be no avoidable delay, but it will necessarily be some little time before the Government can reach conclusions.
