§ LORD ABERDAREMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 102. This Amendment substitutes for the regulation-making provision of paragraph 12(d) of Schedule 1 an express provision enabling authorities to paysubscriptions of amounts approved by the Secretary of State to bodies approved by him. The power of authorities to pay subscriptions to approved bodies is fully accepted in principle, and it is not thought necessary to have a regulation for this purpose.
