My Lords, may I speak to Amendment No. 73 together with Amendment No. 71. A number of regulation-making powers, which are being repealed, have been exercised to make instruments that have to be preserved because there may be cases to which they still apply. In view of the difficulty of identifying all instruments that need to be preserved these Amendments are proposed to enable any necessary saving to be made by the "Appointed Day Order" bringing into force the repeal provisions of Schedule 5. I beg to move.
