My Lords, I beg to move that the House doth agree with the Commons in their Amendments Nos. 2 and 3. These two Amendments pave the way for the new clause in Amendment No. 15. During our earlier discussions I accepted a proposal by my noble friend Lord Trefgarne to extend the coverage of Parts II and III of the Bill to include protection against acts of violence on air navigation installations as well as aircraft and aerodromes. I said that Amendments would accordingly be introduced, but because of the time factor they would be introduced in another place. These two Amendments, and following Amendments that we shall come to (Amendments Nos. 14 to 18, 21 to 26, 28, 29, 32 and 33), are intended to meet this commitment. The effect of these Amendments to Clause 7 is to provide that the purpose to which Part II of this Bill applies includes protection against acts of violence to air navigation installations off aerodromes. The Amendments are limited to air navigation installations off aerodromes because such installations on aerodromes are already covered by Clause 7(1)(b). I beg to move.

My Lords, I would not dissent from this. What the noble Lord has said is, in my recollection, correct: that this promise was made during the Committee stage, and the noble Lord said that it would be put right in another place. This, as I understand it, is the commitment now being implemented.

My Lords, I would only add that this is a necessary Amendment, and I am grateful to the noble Lord for putting it in.
