§ THE LORD CHANCELLOR (LORD HAILSHAM OF SAINT MARYLEBONE)My Lords, I rise to move very shortly that the Powers of Criminal Courts Bill be now read a second time. It is a purely consolidating Bill, consolidating the major enactments dealing with the power of courts to deal with adult offenders which are at present to be found mainly in the Criminal Justice Acts 1948, 1967 and 1972. It includes enactments affecting the powers of courts with respect to young offenders where those powers are closely related to powers to deal with adults, but in general special provisions for young offenders are excluded because they are currently subject to review. I need hardly say that the Bill will be examined by the Joint Committee in the usual way. I beg to move that it now be read for a second time.
