My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

The Question was as follows:

To ask Her Majesty's Government whether it is true that a foreign vessel on the high seas is prohibited from selling to its passengers British postage stamps for use at a British port; and, if so, why.

My Lords, there is no such prohibition.
