My Lords, on behalf of my noble friend the Leader of the House, I beg to move the Motion standing in his name on the Order Paper.

Moved, That for the purpose of the experiment in limited time debates set out in the Appendix to the Sixth Report of last Session from the Procedure Committee, the following procedure, notwithstanding any Standing Order to the contrary, shall apply:—

If the debate is still continuing on the lapse of 2½ hours from its beginning (after making due allowance for any interruption of the debate), the Clerk at the Table shall rise, and thereupon the Lord on the Woolsack shall ask the Mover whether or not he wishes to withdraw his Motion. If the Mover does not ask leave to withdraw, or if leave to withdraw is refused, the Lord on the Woolsack shall put the Question forthwith.—(Earl St. Aldwyn.)
