My Lords, in rising to move the Second Reading of this Bill, I think that I should explain to the House that the Bill is identical with the one introduced in the last Session which was referred to a Select Committee in April. As your Lordships will have seen from the Special Report which the Committee made at the end of last Session, it was not able to hear all the evidence which was submitted to it by the time the Session ended. I understand that it has been agreed through the usual channels that the same Bill shall be introduced now and the Select Committee set up again. If the House agrees to this Motion for the Second Reading and the Motion which the noble Earl the Leader of the House intends to move on Thursday to reappoint the Select Committee, I hope it will be convenient for the Committee to report to the House in the new Session. I beg to move.
