My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

The Question was as follows:

To ask Her Majesty's Government whether, in view of the recent Government announcement concerning the release of land for housing they will give an assurance that land at present used for playing fields and children's playgrounds will not be used for building; and what steps they will take to ensure that in all new housing developments there is proper provision for children's play.

My Lords, restrictions imposed by Parliament ensure that no public open space can be used for another purpose without Parliamentary approval unless equally advantageous land is offered in exchange. Normal planning procedures apply to the development for other purposes of other land used for recreation.

As regards the second part of the Question, there is a recommended standard for the provision of playspace on local authority housing estates, and my right honourable friend is considering, in the light of a recent study of children's play, what changes should be made to that standard. It is intended to issue a "Design Bulletin" this summer, including guidance on the facilities to be provided.

My Lords, I thank my noble friend for his Answer to the first part of my Question. With regard to the second part, can be say when it is likely that this provision will be compulsory on all local authorities?

My Lords, I do not think it is the intention of Her Majesty's Government to make it compulsory. It is hoped that local authorities, as in the past, will heed the advice given which has been arrived at in consultation with all the interested parties concerned, including the Sports Council.
