My Lords, in rising to move the Third Reading of this Bill, since noble Lords opposite are rightly attentive of these matters of procedure I think I should draw the attention of your Lordships to the fact that the Bill has got a little higher up on the Order Paper than it is really entitled to be. It should have been printed after and not before the Private Bills, and to that extent it is above its station. But a glance at Standing Order No. 38(2) will show your Lordships that this is in fact in order. That said, my Lords, I beg to move that the Bill be now read a third time.

My Lords, following that cryptic remark I shall look at the Standing Order concerned. The noble Earl is almost in sackcloth and ashes but none the less says that he is innocent, and we accept his word on the matter.
