§ LORD BROCKWAYMy Lords, I beg leave to ask the Question which stands in my name on the Order Paper.
§ The Question was as follows:
§ To ask Her Majesty's Government whether, as a Member State of the United Nations Security Council, they have received a copy of the report by Dr. Kurt Waldheim, the Secretary General, of his discussions with Mr. Vorster regarding the future status of South West Africa (Namibia).
§ THE MARQUESS OF LOTHIANMy Lords, the Secretary General has not yet reported on his mission. But he has kept individual members of the Security Council informed confidentially of the steps he has taken in accordance with the terms of Security Council Resolution No. 309.
§ LORD BROCKWAYMy Lords, I should like to thank the noble Lord for his reply. Can he inform the House whether the report will be made to the United Nations Committee administering Namibia or whether it will be made to the whole General Assembly? In either case will Her Majesty's Government remember that the League of Nations mandate and the United Nations resolu 740 tion both accepted the unity of South West Africa and its eventual development to independence?
§ THE MARQUESS OF LOTHIANMy Lords, I am afraid that I cannot tell the noble Lord off the cuff to which body Dr. Waldheim will make his report. I will endeavour to find out and let the noble Lord know the answer. As he will know, Dr. Waldheim is hound under the terms of the resolution to report before July 31. I will take note of the second part of the noble Lord's supplementary question.
