My Lords, may I just preface what I have to say—setting procedure aside once again—by saying how much I appreciate the very generous comments that have been made by noble Lords opposite and by the noble Lord, Lord Wade, from the Liberal Benches.

My Lords, I beg to introduce a Bill to make temporary provision for the government of Northern Ireland, and for purposes connected therewith. I beg to move that this Bill be now read a first time.
