My Lords, I beg to move that the Bill be now read a third time. May I, in moving this Motion, express my appreciation to my noble friend Lord Aberdare for the very helpful way in which he has made certain Amendments and to noble Lords opposite for the support they have given, all of which will now make it possible for this measure to go back to another place. I also pay great credit to Mr. Coombs, the original promoter of the Bill, for his promotion thereof, and I wish it well at its later stages.
