THE LORD PRIVY SEAL (EARL JELLICOE)

My Lords, I have it in command from Her Majesty the Queen to acquaint the House that Her Majesty, having been informed of the purport of the Town and Country Planning (Scotland) Bill, has consented to place Her interest, so far as it is concerned on behalf of the Crown, at the disposal of Parliament for the purposes of the Bill.

LORD POLWARTH

My Lords, in rising to move this Motion I should inform the House that this is a Consolidation Bill with Law Commission Amendments; that is, a Bill containing Amendments made pursuant to the recommendations of the Scottish Law Commission. In their Report the Joint Committee on Consolidation Bills state that the recommendations are for the purpose of producing a satisfactory consolidation of the law and that they approve of the recommendations. They are further of the opinion that, apart from those portions of the Bill which reflect the recommendations of the Law Commission, the Bill is pure consolidation and represents the existing law. They state that there is no point to which the attention of Parliament ought to be drawn. I beg to move that this Bill be now read a third time.
