EARL JELLICOEMy Lords, I beg to move the Motion standing in my name on the Order Paper.
Moved, That for the purpose of the short debates to be held on February 23, March 29, April 26 and May 24 the following experimental procedure, notwithstanding any Standing Order to the contrary shall apply:—
If the debate is still continuing on the lapse of 2½ hours from its beginning (after making due allowance for any interruption), the Clerk at the Table shall rise, and thereupon the Lord on the Woolsack shall ask the Mover whether or not he wishes to withdraw his Motion. If the Mover does not withdraw, or if leave to withdraw is refused, the Lord on the Woolsack shall put the Question forthwith. —(Earl Jellicoe.)
