My Lords, I beg to move that an Humble Address be presented to Her Majesty in the terms set out on the Order Paper.

Moved, That an Humble Address be presented to Her Majesty, thanking Her Majesty for the Most Gracious Message sent on Her behalf by Her Majesty Queen Elizabeth The Queen Mother and Her Royal Highness The Princess Margaret, Countess of Snowdon, to whom has been delegated certain Royal Functions as specified in Letters Patent dated the 4th day of February, 1972, communicating to this House the Declaration made on Her Majesty's behalf that a State of Emergency exists.—(Earl Jellicoe.)
