My Lords, I beg to move that an Humble Address be presented to Her Majesty in the terms set out in the Order Paper. In moving this Motion, I should like to inform the House, if it is agreeable, that I propose to move this Motion formally and then to make my substantive remarks on the second Motion. I beg to move.
