My Lords, by arrangement with the Leader of the House may I ask the indulgence of your Lordships to make a brief personal statement? In the course of the recent debate on the Common Market reference was made to a confrontation between the noble Lord, Lord Gladwyn, and myself at the London School of Economics a few years ago. On that occasion there was an allegation that a meeting was being packed. In the course of my observations during the debate I ventured to associate the noble Lord, Lord Gladwyn, with the packing of the meeting. That was a most improper observation. The noble Lord was in no way associated with the allegation or what may have happened, and I ask leave to withdraw unreservedly the imputation.
