§ LORD POLWARTHMy Lords, I beg to move that this House doth agree with the Commons in their Amendments Nos. 5 and 6. The effect of these Amendments is to require the establishment of a local health council in every area or district. The Bill made provision for alternative arrangements for representing the interests of the public in certain circumstances, but an Opposition Amendment designed to ensure a common procedure throughout Scotland was accepted.
