My Lords, this is perhaps an opportune moment, before the House proceeds to the principal business of the day, for me to acquaint your Lordships with the fact that I have been requested, with the Queen's approval, to attend next week, on the 3rd and 4th November, as the representative of Her Majesty's Government, the twenty-fifth anniversary celebrations of UNESCO in Paris. As your Lordships will know, Britain and France were originally the joint sponsors of UNESCO in 1946, and this invitation to the Lord Chancellor to attend on behalf of Her Majesty's Government is, I believe, a compliment to your Lordships' House. I hope, therefore, that your Lordships will agree to grant me leave of absence for these two days.
