My Lords, I rise to move that this Bill be now read a second time. It is, despite its enormous size, a Consolidation Bill, and it is in almost identical form to one which I introduced in the last Session, at the end of July, but which made no further progress. The Bill consolidates, with some Law Commission amendments, the law relating to road traffic, principally the Road Traffic Act 1960, other than those parts referring to public-service vehicles and road haulage which form a self-contained subject, the Road Transport Lighting Acts 1957 to 1967 and a series of other Acts passed since 1962.

The Bill contains a number of amendments to give effect to recommendations of the Law Commission and Scottish Law Commission in their Report No. 46 which was published in July this year. The majority of these are minor amendments and corrections of the law, and if the House allows me, I will not describe them in detail because they will be examined by the Joint Committee. I beg to move that this Bill be now read a second time.
