THE EARL OF LISTOWEL

My Lords, the third Amendment, which is to page 66 after line 38, is an Amendment of substance, and for that reason I feel obliged to give a brief explanation. Its purpose is to exempt from the protection against fire risk in Clause 86 of the Bill premises which are already covered by the Offices, Shops and Railway Premises Act 1963. I beg to move.
