THE CHAIRMAN OF COMMITTEES (THE EARL OF LISTOWEL) rose to move, That Standing Order No. 147 (Bill as amended in Committee to be deposited at Public Departments) be considered in order to its being dispensed with until the House rises for the Summer Recess. The noble Earl said: My Lords, I beg to move the Motion standing in my name on the Order Paper. At this time in the Session I usually have to ask the House to dispense with this Standing Order in respect of certain Private Bills to enable them to pass through Parliament before the Recess. The Standing Order provides that not less than three clear days before the Third Reading of a Private Bill, a copy of the Bill, as amended in Committee, shall be deposited with the Public Departments concerned. The purpose of suspending this Order is to shorten the period between the Committee stage and the Third Reading of a Bill. Although it is undoubtedly convenient for Public Departments to have the notice provided for in the Standing Order, I am sure that no serious inconvenience will follow if the notice is reduced to enable two Bills to receive the Royal Assent before the Recess. I think it will be for the convenience of the House if I moved the suspension of the Standing Order until the Summer Recess, rather than put down a separate Motion in the case of each Bill. My Lords, I beg to move.
