THE CHAIRMAN OF COMMITTEES (THE EARL OF LISTOWEL)

My Lords, I beg to move that the Eighth Report from the Select Committee be now considered.

Moved accordingly, and, on Question, Motion agreed to.

The Committee's Report was as follows:

CO-OPERATION WITH THE HOUSE OF COMMONS

The House of Commons Procedure Committee have suggested co-operation between the Houses in examining the following four subjects:—

  1. (a) the distribution of Bills between the Houses;
  2. (b) joint pre-legislation committees;
  3. (c) joint post-legislation committees;
  4. (d) a joint committee to examine or debate statutory instruments.

The Procedure Committee welcome this initiative and have asked the Chairman of Committees and the Leaders of the three parties, attended by the Clerk of the Parliaments, to convey this response to the House of Commons Procedure Committee. These Lords will have the opportunity of exploring with the Commons Procedure Committee the best means of promoting co-operation between the Houses on the four suggested subjects and related matters, and thereafter will report back to the Lords Procedure Committee.
